Menu slow to appear

Hello, anyone run into a situation where right-clicking on
such items as the Start button seems to take a long time
before the menu appears. This happens no matter what we
right-click on (My Computers icon, folder in Windows
Explore, etc. . .). In Safe Mode this is not a problem,
the right-click menu appears almost instantaneously. This
is an HP D530 desktop PC (2.8GHz, 512 RAM, 40GB hard
drive). Any help would be appreciated. Thank you.
