menu problem

Just recently my menus have started acting strangely. Used to be, if I
opened the Start menu, putting the arrow over any item (like Programs or
Settings) would cause that menu to open. Lately I have to actually click on
the item to get its menu to show. Also, on any of those menus (like
Programs) I have to actually click on any of the folders shown to get it to
open to show the programs in it. This problem (having to click to get menus
to open instead of just hovering over them) also happens with IE7.

Any ideas of what caused the change and how do I get it back to the way it
always was?...

Right-click the Start button, click Properties, Customize button,
Advanced tab, select "Open submenus when I pause on them with my mouse".

Under Properties/Customize, there is no option for how to open submenus.
Clicking on "Advanced" just gives me an Explorer window (so I can move
around items & folders in the Start menu) but no option for submenu
behavior.

The Customize and Advanced options are different for Classic Start Menu.
