How to put menu on form , not on application window (ACC97)?

You cannot, but you can use labels, buttons, and code behind same to display
shortcut menus and that comes very very close to the same functionality, look ,
and feel.
 
Are you thinking of a Switchboard form?

Try TOOLS - Database Utilities - Switchboard Manager. I suggest you read
the help first.
