creating a runtime version of access97.

I have a Acc97 DB which I have converted to a Mdb file and I wish to
distribute it to other user without access on their machines. I understand
that it is possible to create a runtime version of access to distribute with
the application, I need the MS office developers software to do this, is this
software still available for Acc97?

Or

Am I completey wrong, and there is another way of achieving this ?
 
Yes, you are correct. There is a Developer's Edition which is generally
unavailable which gives you the ability and the licenses to do this. Your
best bet for finding a copy will be on eBay or at one of the legacy software
dealers.
