Menu bar no longer on-top

Hi,

We installed the new IE off Microsoft's web-page. It seems that positioning
of the menu is no longer possible.

How do I get the IE menu (i.e. File|Edit|View|Favorites|Tools|Help ) to the
top of browser window? Right now the URL bar is fixed, and wants to always
be on top.
