Menu bar at startup

We use Access 2003 & have tried to disable the menu bar at start up.

The menu bar that still appears at our initial screen however still has
options of File, Window, Help.

The Help option is causing a problem as all all options from Microsoft
Office Access Help to Customer Feedback options are available. Some users
are trying to use the Feedback option or Contact Us which is pointing them
to Microsoft.

How can these options be disabled

Any advice or suggestions would be appreciated
