meeting requests between Exchange and non-Exchange users

In my corporation we have two groups of users - those who are using
Exchange 2003, and those who are using POP3 mail. Both groups use
Outlook 2003.

I have noticed two strange phenomena:

a) When an Exchange user (A) sends a meeting request to a non-Exchange
user (B), and B declines (or accepts) the invitation and also includes
a message in the body of the reply (by choosing "Edit the response
before sending"), A does not see the text that B wrote.

b) When a non-Exchange user (B) sends a meeting request to an Exchange
user (A), A does not have the option "Edit the response before
sending", and therefore cannot include any additional text in the
reply.

This is creating some difficulty in our "hybrid" organization. Is
there anyway to allow messages to be sent both to and from Exchange
and non-Exchange users?

Hate to bump so soon, but this is a pretty urgent issue for us. I've
tried looking all around to find any documentation on this issue, with
no luck.

Does anyone have any idea?
