You haven't supplied much information about your hardware, but here's a
shot. Disconnect the output video cable on your cable box and put in a
splitter. Reconnect the video cable to the TV to one leg of the splitter.
Connect another piece of video cable to the other leg of the splitter and run
that to the video capture card on the computer. Run the S-video cable from
the capture card "S-video out" to the TV "S-video in". Connect right and left
RCA audio out on the capture card to right and left audio in on the TV. Use
the TV's remote control to switch between inputs.

A better solution may be to read the instructions that came with the
computer or the video capture card.

I assume you have a s-video output on your video card. So the first
step is to connect an s-video cable between your computer and your TV
set. Presumably you've already done that. Now right-click your
desktop, choose "Properties" and the "Settings" tab. Probably your
computer monitor is shown as monitor 1 and whatever the S-Video port
is connected to is monitor 2. So you'll have to activate monitor 2 on
this page, and decide how you want to use it.
