The hardware option for choosing a preferred decoder is
greyed out. Does this mean that the motherboard is
incapable of decoding, or is this a bug. I tried
switching the video card to a 64MB and it did not change.

CPU usage goes to 100% when playing videos.

Any insight would be appreciated.

Are u talking about playing DVD's or what?? Your card
must have a DVD decoder on it to do hardware decoding.

well, if it's not a DVD then no hardware will do the
decoding! there are no hardware decorders for media files
other than DVD's

Then the option for hardware decoding is only available if
there is a DVD CD in the DVD player?
