Meaning of Checked build release of Windows Vista

Can someone explain me the meaning of the checked build versions of Windows
Vista?
 
Its a build that has many additional error traps in it that results in much
slower performance. Its used for developers for debugging purposes.

Gosh, I thought it meant that all the options were checked by default. :)
