Are you getting a message about shutdown?
You have a virus.
You need to run your anti-virus.
To stop the shutdown process
Start - Run - type "cmd" (without the quotes)
in the command line type shutdown -a
Do this after the countdown has started.

Free anti-virus with the latest definition available at:

McAfee
http://vil.nai.com/vil/stinger/

You should turn off system restore before scanning, and don't forget to
turn it BACK ON

You need to enable your firewall and make sure that you have an
up-to-date anti-virus program.

i don't get any message about shut down...when i turn my
computer on i get options like safe mode, safe mode with
networking and last known config...but even if i choose
any of those choices it still reboots over and over again

In your original post, you said that it shuts down when you go on the
internet. Can you currently get that far? Can you get into Windows at all?

It doesn't sound to me like you have a virus, Blaster or otherwise. It
sounds like you either have a bad driver or hardware problems.
Unfortunately, you haven't provided enough information to narrow it
down. What changed between the time things worked and the time they
didn't?

Here are some hardware troubleshooting steps:

1) open the computer and run it open, cleaning out all dust bunnies and
observing all fans (overheating will cause system freezing); 2) test
the RAM - I like Memtest86 from www.memtest86.com - let the test run
for an extended (like overnight) period of time - unless errors are
seen immediately; 3) test the hard drive with a diagnostic utility from
the mftr.; 4) the power supply may be going bad or be inadequate for
the devices you have in the system; 5) test the motherboard with
something like TuffTest from www.tufftest.com. Testing hardware
failures often involves swapping out suspected parts with known-good
parts. If you can't do the testing yourself and/or are uncomfortable
opening your computer, take the machine to a good local computer repair
shop (not a CompUSA or Best Buy type of store).

Download McAfee stinger from a non infected computer, put it on a floppy
disk and run it on your computer. That should get you fixed up enough
to update and run your own AV program. You got infected by not updating
your system with the latest patches, not having a firewall active and
not having a current AV program running.

i really appreciate all the responses i get...anyway, it
happened thursday night while i was on the internet...i
was on it about 2hrs or more when it suddenly shuts down
and rebooted over and over again...after that i couldn't
get to windows anymore...i did call Dell about it and they
suggested that i should reinstall XP...since my original
OS is ME, i have to reinstall ME first in order to get XP
working...btw, the XP edition CD i have is just the
upgrade CD not the full version of XP...

we did try to reinstall ME and XP but with no luck we
couldn't get those OS to install...they said they were
gonna call back last night but they didn't...it was
mentioned that i might have a driver or hardware problem...

actually, it's not letting me get to windows at all...i
keep getting the same screen over and over again...the
screen where it'll tell you to choose safe mode, last good
config, etc...

Can you reformat and reinstall both OS's with Dell's help? This means
wiping out all your data and starting with a cleanly formatted hard drive.
If not, then, if it were me, (and unfortunately it has been)I'd head on
down to the nearest repair shop unless it's under Dell warranty. A
repair shop can probably save your data. They can find and fix a driver
problem. The most likely culprits, hardware-wise, are power supply,
cooling, RAM, or hard drive failure. Those are only the most likely,
and some are NOT overly expensive to repair. Other hardware problems,
however, can be. If it's your motherboard, for instance, then, based
on what I know about the price of a Dell motherboard, you might consider
replacing the computer.

Is it (hopefully) under warranty?

well, Dell did try to help me the other night but they
couldn't get the OS's to reinstall...i understand that by
doing that i would lose everything in my hard drive but at
this point it really doesn't matter as long as i get my
computer working again...

i think my warranty is until october this year (i
hope)...if not, i would probably just go with replacing my
computer...i know if i have to take it to a computer
repair shop i'm sure i would have to spend a lot of money
to get it fixed...

thanks a lot for all the help and response

If it's under warranty, then call Dell and find out what to do. I don't
know if you have to take it to an "authorized repair" shop or ship it
back to them.
If they won't repair it, then a diagnostic at a local reliable place
will cost you probably between $65 and $85 dollars. The diagnostic fee
will go toward repair costs if you decide to repair it. If it's your
mobo, which is not the most likely scenario, then they won't be able to
diagose it because the specialized equipment is at places like Dell and
HP -- shops don't have the equipment. My bet is on one of the more
likely causes that I listed before.
If you do decide to replace it, you might want to weigh getting a "white
box" made from brand name parts -- for instance an Intel mobo, Western
Digital HD, Soundblaster soundcard, NVidia graphics card, etc. (those
are just examples) against buying a Dell or HP or the like. If and when
the hardware goes in a machine like that, then the parts are affordably
replaced. There are also places online that you can purchase computers
like that. Here's a link to a site that sells these.
http://www.buyabs.com/
Again, my bet is on a repairable part. Let us know what happens.

I think you've pretty well got the diagnosis that it's hardware. If the
machine is under warranty, get Dell to fix it. It's a pain to talk to
their tech support, but you just have to do it.
