MDI file using Document Image Writer (2003)

I created an MDI file using Doc Image Writer. MS documentation states that it
can be sent to someone who may not have Word. I sent it to such a person but
they could not open it. What software do they need to view the mdi file?

After further research, I believe MS forgot to mention that you will need 3rd
party software if you don't have Word. In that case, why not have them
download Open Office instead and forget about sending them mdi files?
