MDB file not opening nor giving error msg

I have a .mdb database that is set for sharing, the DB
file on a network server set to Access2000, open databases
using record-level locking, Open Exclusive set, workstations
running Access2003, 5 users all setup the same. When 2 users
have the DB opened, another user clicking Open after right clicking
on the DB file name can't open the DB. Nothing happens and no
error message. When the 2 users close the DB the other user can
then open the DB exactly the same way they previously tried.

Any ideas?????

If open exclusive is set, then I don't understand how 2 users open the mdb?

Anyway, check that all users have sufficient windows permissions on the
folder where the mdb is located (read/write/create/delete).
