MCE0000n folders and sqlite_ files

In my Windows\Temp files I find hundreds of empty folders with names of the
form MCE0000n and also hundreds of 1 KB files with names of the form
sqlite_dwdr7fwAICmgvIwrb. They're created by the dozens every day. How can I
find out what's creating them, how to stop it or at least how to delete them
en masse?
