Is it true that, like XP Home, a Windows XP MCE system absolutely can not
join a Windows Server 2003 domain? If there is no way to do so, is there
instead some kind of user/password coordinating application that would keep
users and passwords synchronized between different systems?

Windows XP MCE 2005 will not join a domain - you have to use it like XP Home.
You have to setup local accounts on each computer. Local accounts mean that you
have to add and adjust the accounts locally, that is, from the desktop of each
computer.

That said, PSExec (a component of the free PSTools from SysInternals) might help
you run "net user" remotely.
