Maximum connections

Hi

I have W2k Advanced Server with Terminal Services enabled. I need to connect 30 computers simultaneous, but it didn't work, the server just accept 8 connections. My server is a Dual Pentium Xeon 2.7 with 4Gb RAM. What can I do to allow more then 20 connections? Do I have to install TS Licencing? How can I configure it
