Master domain controller crashed unable to restore settings

Our Master domain controller has crashed and we have no recent system state
date backup , we have another domain controller a Global Catalog Server and
an exchange 5.5 server on seprate servers in the same domain .We were using
ADC to synchronize our domain users from exchange to master DC and Master DC
to exchange Server (two way transfer).We reinstalled our Master DC form
scratch and then we ran DCPROMO and select the option "Installing an
Additional Domain Controller in an existing domain" and then it started
replication process from the other domain controller and completed it
successfuly ,All the domain users are appearing as well but the problem is
that we cant make any new user on the new master domain controller the ADC is
also not installing properly please tell me how can we solve this problem of
ADC and create and share the same users database on exchange 5.5 and Master
domain controller we have no recent system state backup please guide us.

My guess is the rid fsmo role on the DC. When you lot the dc you probably
had all fsmo roles on the lost dc. You will need to seize all fsmo roles.

Run dcdiag and check for "failed" errors once you have seized the FSMO roles
(Dcdiag available from support tools on install disk)
C:\program files\support tools\dcdiag /e /c /v

Check to see if the Domain Controller can authenticate with its neighbors

C:\program files\support tools\repadmin" /showreps /verbose
