I have recently come across this error message when I try to use Help
and now I find I cannot access System Restore. I have used Google to try
to find a solution but there are so many confusing suggestions that I
thought it best to come to the experts first!
If anyone has found a solution to this error, I would be most grateful
for your advice.

The procedure that is outlined by fauspasss worked for me to restore the
Help and the System Restore but I found that I could not get the defrag
to work just after I posted my message. Unfortunately. I still cannot
use the XP defrag! When I click the program opens with the exception
that there are no names on the buttons but the statistics for each drive
at the top of the window is visible. Any suggestions as to how I can
recover from this?

Try this.

Start | Run | Type: regsvr32 dfrgui.dll | Click OK

You should get a RegSvr32 message: DllRegisterServer in dfrgui.dll
succeeded. Click OK.

Start | Run | Type: regsvr32 dfrgsnap.dll | Click OK

You should get a RegSvr32 message: DllRegisterServer in dfrgsnap.dll
succeeded. Click OK.

Then navigate to C:\Windows\Inf ...
Start | Run | Type: %windir%\inf | Click OK |
Locate dfrg.inf, right click on dfrg.inf and click on Install

Then make sure that the DCOM Server Process Launcher service is set to
Automatic and running.

Open Services...
Start | Run | Type: services.msc | Click OK |
Scroll down to and double click DCOM Server Process Launcher |
Set the startup type to Automatic | Click Apply |
Click the Start button | When the service starts, click OK |
Close Services | Reboot

Thanks for the well written procedure, Unfortunately I still can't use
the Defrag window, it remains how I described it previously. I tried the
procedure twice with no change.
One thing I noticed, that may be a clue to the problem, is that in the
DCOM Server Process Launcher window it was already set to Automatic and
Started. I could not have changed to another option because the Start,
Stop, Pause, and Resume buttons were grayed out. The usual "falling
blocks" icon has been replaced by the standard file icon. Hope you have
some more suggestions!

Thanks for trying

Those four steps usually fix defrag.
