Marquee effect

I have a web using FP 2002, configured to be visible to variety of browsers.
I would like to use a marquee effect, and am aware that this function is not
available on PWP.
Is there any way I can add a non-FP marquee to the site without using
extensions or requiring the viewer to download packages such as javasript?

Do not confuse Java with JavaScript. JavaScript is built in to most current browsers. The IE marquee
tag is now supported by NS6 and up, may also be supported by FF, etc. otherwise you will have to use
JavaScript.
