Marking references to changes when paragraph nos change

I work with long legal documents. Is there an easy way to mark or target
references such as Section 1.1 to that reference would automatically change
if I insert a new paragraph 1.1 making the old one, let's say, Section 2.1? I
use Word 2002.

Use Insert, Reference, Cross-Reference. You can have you item
cross-referenced to a paragraph nuymber, footnote number or a few other
things.
