Marking Comments

I am in 2003 and I have set Outlook to mark my comments on Forwards and
Replies. It does not always do this but I cannot see why it does on some and
not on others.

I think it's based on the message format. If I remember right only HTML
items get that treatment (possibly RTF items also)
 
Does this depend on the message which has been sent in and if so is it
possible to change it for the reply?

It depends on the format of the original message. You can change it for the
reply, but I'm not sure it will then mark your comments. Try it.
