Mark up a graphic

I need some software that will

1 - import a bitmapped image
2 - allow me to draw on top of it -- mostly lines
3 - be able to draw lines that are horizontal and vertical,
e.g. same as holding down shift in ms paint
4 - be able to move lines around, a vertical line would need to
be movable horizontally so its still vertical but placed
at a different spot
5 - be able to go back to a line later and move it, not just
move it right after I drew it
6 - copy and paste lines
7 - save everything to at least one bitmapped format such
as bmp, jpg or png.
8 - has a Windows-like user interface (as opposed to Gimp
which is non-Windows-like)

Right now I am using Microsoft Paint which does allow me
to import and save a bitmapped image and draw horizontal
and vertical lines but it does not allow me to move the
lines around.

I have tried Inkscape, Paint.NET (2.5 alpha), Pixia,
Photofiltre, Tuxpaint and Art rage but either they cannot
do this or else I was unable to figure out how within a
few minutes of installation so I moved on to the next
one.

Any other software? Can any of the ones I tried do it if
I spend more time on figuring them out? It seems I need
some combination of bitmapped and vector graphics.

They are registerware... but you have two choices from
www.freeserifsoftware.com

DrawPlus is vector based and it loads bitmap graphic files.

I would prefer PhotoPlus which is a bitmap editor that also does some
vector stuff.

The trick to doing what you want with either one is to use LAYERS. You
can put your addition on a seperate layer and move it around, edit it,
and delete it without affecting your original.

Use the export function to save it back out as a single bitmap.

Any vector drawing program should be OK. Openoffice.org Draw will
certainly do all the above.

Insert graphic, use line tool with shift to constrain to 45 or 90 degrees,
file - export in whatever format you choose.

I've wanted a similar program, but I don't want to download an office suite
to get it. Is there a small program that allows you to overlay circles and
rectangles on an image and move them?

Eric and murray, Thanks. Both the programs suggested, Photo Plus and
OpenOffice Draw, satisfy all the requirements I listed (and have
numerous additional features too). Also thanks to Eric's pointers
I was able to start using them within a few minutes each.

jacaaranda, Both these programs support circles and rectangles and
other shapes, not just lines.

One that I did not check out (because by that time I had
recommendations that Photo Plus and OO Draw satisfied my
criteria) was DiagramDesigner.

You might check it out and let us know.
 
I use Inkscape for purposes like these all the time
....

Thanks, the link was very helpful but it did confirm
some limitations, namely, it cannot import images from the
Windows clipboard (which is how I intended to import my them)
and I find its method of creating vertical lines (click on each end)
less convenient than the dragging method in other packages. Its
undoubtedly fine for its intended use of freehand drawing.

Try Zoner Draw 3 it will do what you want. Go Here:
