Margins?

Here's my problem.

I have a web page that has a line of text that I would like to have stay as
it is formated for a 1024x728 screen. When someone views it on a 600x800
screen the line does not stay stationary, it jumbles all over and doesn't
look right.

Is there a way I can "lock" a page to a certain size and if the viewers size
is different then they would have to scroll left/right to view the entire
document?

Put it in a table set to 1024.
