Managing User Policies

Using 2000 Advanced Server and need to add a user that
can log on locally to my computer and run a single
program without editing, deleting, and installing. Don't
know what to do in the Policy Editor.
 
Grant him the logon locally right. then use NTFS restrictions to control
access.

Can you tell me how to do that? It would help if you give
me a link or provide me the steps. I don't really
understand.
