Manage Windows 2003 Domain from XP

How do I manage a Windows 2000 or Windows 2003 domain from a computer
configured as a WORKGROUP?

I have installed the Windows 2003 Admin Pack which gives me all the tools
but when I try to connect to a domain it tells me that the server is not
operational. Yet when the XP machine is joined to the Domain or any other I
can change between domains with Active Directory Users and Computers without
any problem.
