Manage Network Connections Window Crashing Windows Explorer

When I attempt to access the Manage Network Connections window it is
instantly crashing Windows Explorer, which then restarts and thus prevents me
accessing the window.

I am using Windows Vista Home Premium edition. This has only started
happening fairly recently but I am not really sure of the cause.

Anyone else encountered this or have any ideas on resolving it?

I am not sure this is the same issue. You may try to add administrator to
local service. This post have more details. Please post back with the
