'Manage Add-ons' grayed out in IE7 <Tools> menu

My associate just migrated her old files to a new laptop running WindowsXP
Media Edition and Office 2003. Her add-ons didn't migrate and when she tries
to access the 'Manage Add-ons' menu from <Tools> the option is grayed out.
She's using IE 7.0.5700.6. Any suggestions about what the problem might be?

Run the FTW from the xp cd,select add ons only.A greyed out menu usually
means the content of the menu is there,just not implicated.
