making new folders

Since the first day using Windows Vista I am not able to make new folders.
Let us say I am working in a folder for pictures, I try to make a new one for
several pictures I am not able to get that meny.
I press right mouse botten and thereafter I choose "New"
I then get this alternative: Translated from Norwegian)

Shortway
Windows bitmap picture
Contact
Microsoft Office Word-document
Journal document
Microsoft Office PowerPoint-presentation
Text-document
Microsoft Office Exel-spreadsheet
Suitcase

Not any proposal for making a FOLDER

I have read and done what Microsoft says at this URL

This strin was correct:

Value for (Default):

I have tried the same from the desktop. The same result here.
Do you have a suggestion what to do?

In an explorer (folder) window, when you click organize menu button (top
left button) is "new folder" listed as first item? If not, and you can not
get one with right-click, your registry needs to be fixed. I'm unable to
help you with that now, but someone else might.

To work around the problem for now, you can copy an existing folder, paste
it, delete the contents, and rename it.

Yes it is. But nothing happend when I click on this text (New Folder")
