I think about the closest you can get is to have two vertically positioned
windows side by each.

The active window will scroll but inactive will remain stationary.

Excel has no "frames" feature like a webpage.

window---split

divides the spreadhseet in four separate "frames", you can drag the splits
vertically or horizontally to show only the two of them you want.

Excel ins't a software development tool; it's not as powerful as
Access.

In Excel if you want to copies of data; sorted in different directions;
then you need 2 copies of the data.

Databases can sort data in different directions without duplicating /
growing the file SIZE.

I think jaymai is trying to do this just for visualization, it has nothing
to do about excel not being a "development tool" or more/less powerfull than
access, also each tool must be used for it's purpose/capabilities

sorry but to me your answer is not on the topic.
