Making FORM travel with MOUSE?

Hi,

I'd like to be able to drag a pop-up form across my screen even if the mouse
button isn't pushed down. Is this possible and how?

That would make it pretty difficult to select any fields or click. If your
form moved with your mouse, how would you place your cursor atop a field?
Also, why would you want to change a basic windows standard mode of
operation? This would not be intuitive to the user and would make it
impossible to select fields on the form with the mouse.
