Use Internet Explorer to find a page that you like, use
View/source to see the HTML and other code used to create
the page. Select it all and paste it into Notepad or
WordPad and save it as an .txt file. You can then edit it
to insert your own content and make changes you want.
Yahoo Geocities has free web hosting and web page tools.

Your ISP may offer similar service.
