Making a page your home page, BUTTTTT

The file I am trying to make my home page has a different icon with a pencil
diagonaly across it. Would anyone know if this has to be saved a different
way or why it's coming up with that icon, as I am not allowed to make this a
home Page ????? This is one I have not run into yet. If I go to View, folder
list, Set as home page does not come up.

currently being edited.
