Make the cross-references dialog a dockable window

The cross-references dialog should be a dockable-windows (e.g. like the
different Styles and formatting dialog). Furthermore, it should be possible
to dock different windows on a side (e.g., like project explorer and
properties in Visual Studio).

Hi rotello

You can't dock the cross-reference dialog. But you can move it around, and
you can work on your document while the dialog box is open. That is, you
don't have to close the dialog box to go back to type text in the document.

From what I've seen, I think the current direction in Office is away from
dialogs and toward task panes, so I suspect we will see a lot more of this.
