make read only

New at this,I am using Microsoft access 97, I have read all the security
tutorials and am still confused. What I would like to do is have the database
read only for all users except for the admin. who will be able to make
changes. I would like to do this without any passwords.
Any suggestions

Thanks I got down to step 12 and it would not accept the password, I backed
up my computer so that I could recover the program,
Any suggestions on what I might have done wrong.

Step 12 tells you to login as the user you created. The password will be
blank/empty/nothing. You may be thinking that the PID you used is a
password - it isn't. Try step 12 with the correct username, but leave the
password blank.
