Make Public Folder Address Lists appear in drop down menu

Anyone know how to make an address list in a public folder appear from
Outlook's drop down menu when someone click "TO"

Under "Show Names From," "Public Folders" is an option, but there is
nothing there...

Rightclick the Contacts folder-> Properties-> tab Outlook Address Book
