Make Outook Public Folder the default - remove icons for private f

With older version of outlook our entire office used only public folders (via
exchange) and the only icons on each desktop were to public folders (we
deleted the icons to private folders to assure they would not be used). We
have just “upgraded†to 2003 and it appears there is no way to delete the
reference to private folders and make the public folder the default icon,
rather, one needs to make the public folder a shortcut which requires one to
click on shortcuts then the public folder each time (kind of a pain 50X a
day). Also the private folder icon cannot be deleted which is a problem b/c
all deadlines are on the public folder and if you forget this you may think
you have a free day! Other than reverting back to older version office
outlook what is to be done and why make it more difficult to use public
folders!!! Help and thanks.
