Make Layout for 4.25" X 5.5" Page that Is Easy to Collate and Cut

Starting with 8.5" X 11" paper, I would like to create a 4.25" X 5.5" booklet
in a way that is easy to collate and makes efficient use of the paper stock.
The way that I envision doing this is for the each page to be divided into
4.25" X 5.5" quadrants. Then on the first 8.5 X 11 sheet, the page 1
information will be placed in each of the four quadrants; on the second
sheet, the page 2 information will be placed in each of the four quadrants,
etc. When sheets are printed out in order, they can then be cut with a paper
cutter at the center lines and I will have four booklets that are collated
correctly.
I have already done this using a "brute-force" method of setting up a table
of appropriate dimensions, then on the each page I type the desired
information into the upper left quadrant and copy-and-past it into the other
three quadrants. I then repeat this process for each sheet. HOWEVER, I
would like to do this in a more efficient way, if possible. What I would
like to do is type the information straight-through once AS IF the sheet
going through the printer were 4.25" X 5.5". Then, when the actual printing
is done, I would like to use 8.5" X 11" paper and have the page 1 information
printed in the four quadrants of the first sheet, the page 2 information
printed in the four quadrants of the second sheet, etc.
Can anyone give me any guidance whether this is doable, other than with the
brute-force method that I have already used? If it is doable, can you tell
me how I set it up? I don't mind trying to get into some macro or Visual
Basic programming if necessary, but right now, I am beating my head against a
wall and looking for help.
