After booting up via Safe Mode you can :
Start > Run > key in msconfig > OK
This will give you several starting options including diagnostics.
And did you try the System Restore feature yet?
Also, hitting the F8 key very early during bootup (while the computer is
still at the black screen stage) will result in the booting option Last
Known Good. tried that one yet?
On the WinXP CD there is another option named Automated Recovery. You should
definitely try that before doing a reinstall. It will return the system to
original configuration though.
AFAIK, a reinstall of WinXP on the same partition that it's already
installed on will preserve your current system configurations, and will not
delete your data either. However, I think you might have to reinstall all
software after the reinstall of WinXP.
If the OS was already installed on an NTFS partition then it continuously
checks and corrects HDD errors. So I see no reason to reformat the HDD
before doing a reinstall of WinXP if you already have the OS on a NTFS
partition.
