Make a specific start time the default when creating recurring app

IS there a way in Outlook that I can set, either by code or options, the
start itme of a recurring appintmet(Event) to reflect 8:00 a.m. and not 12:00
a.m.?? Please advice.

No, an all day event is from 12am to 12am the next day.
If it is only from 8am to 4pm, then you can create a recurring appointment.
