How do I Make a full sheet of labels with different address on each label

or create a new document from the label wizard and fill the resulting table
manually.

In the Labels dialog, click New Document to get a full sheet of labels.
They're set up as a table, so make sure you have table gridlines displayed
(Table | Show Gridlines) so you will be able to see the label boundaries.
