Major problems with Win9x machines connecting to Win2k Domain

With all the work i've done with Win2k domains I've yet to
figure out a permanent solution to this problem. The
problem is occasionally win9x machines will not be able to
connect to the domain and when the user types in their
password and hits enter at the login screen they receive
an error stating that "No Domain server was available to
validate your password you may not be able to gain
access...". This is a constant problem for me with win9x
machines. I don't know how it get's resolved but it does
somehow. Looking in MSKB does not help because the
articles they have have no matches on the problems I
experience as far as the OS being used and Infrared
devices, etc. What is the proper way to get Win9x
machines working in a 2000 domain. Is there static
mappings that need to be in WINS db that will resolve this
issue? I know the pc's have network connectivity becuase
we can ping the server on the network. I can even ping
the domain by name and get a reply with the ip address of
the domain controller. One other thing I want to add is
that the pc's did work before and were able to log into
the domain at one point. On top of this I also see a
constant problem with users changing their passwords at
logon. I'm not sure if this is related.

You do have WINS installed on your server, right?
What does a IPCONFIG/All from a W9x give?
How many nics in your server and how are they setup?
