major problem with Vista Business

Every time I try to run anything on the computer (example, run regedit or
msconfig, or install any program) I get a message saying that the specified
procedure could not be found. I have tried System restore at many previous
points (when everything was running OK) and the error messages keep popping
up. Updates cannot be installed, antivirus does not run anymore, etc. and no
solution comes up anywhere. Any idea of what is going on?

It should still be under Warranty; take it back.
