I am not seeing the mainboard configuration and test
routines on startup since the computer has been
reformated.I realise that if quick boot has been turned
on in bios , that this could be why.How can i check this
or fix the problem.
 
Go into the BIOS and disable it! You'll need the motherboard manual to find
out which key to press during startup to enter the BIOS.

This varies depending on your motherboard... A better place to ask this
question would be in one of the mainboard newsgroups

Not a Windows issue, access the bios and enable the settings.
