mailto link in email body text in OE isn't working

I have a strange problem that I just noticed in Outlook Express. If I click
on a "mailto" link in the body text of a msg., OE times out with the error
msg. "Could not perform this operation because the default mail client is not
properly installed." Once I click on the OK button to clear the msg box,
about 50-some IE windows pop up with the "Action Canceled" error page. I'm
able to close the group of windows and OE works fine otherwise. It doesn't
hang OE or crash the computer (just temporarily sacks the memory until I
close all the IE windows) Also, if I try to open Admininstrative Tools (any
of the MMCs) I get an error msg stating I need to have at least IE 5.5 and
then it rudely closes the MM console. I have uninstalled and reinstalled IE
several times and it doesn't fix either problem. Other than these oddities,
both IE and OE work fine. Is there a registry fix program that can repair
missing or deleted keys?? I want to try anything but reinstalling Windows. I
do not wish to reinstall all my programs. That's a chore I want to avoid.
