Mails delayed in outbox

Server: Running Exchange 2003 with SP 1 (Build 7226.6)
Client: Outlook 2003 (11.8002.6568) SP2

Whenever users compose a new message or reply to a message and click send,
the message stays in the Outbox for close to 1 minute before leaving. If ALL
cases, if the user clicks another message ot a folder or does anything in
Outlook, the messages leave immediately.

This does not happen for all users but quite a few.

do they have a firewall enabled on the desktop? this is a common problem
with NAT routers and firewalls so check those first.

Firewall client for ISA 2004 installed on all workstations even those
without the problem.

The most likely cause is UDP packet blocking.

blocking where? If all th clients on our network has the ISA client
installed and connected to the same ISA server, and only a few of the
workstations have this issue, I don't understand why it occurs.

No firewall software on the client machine. Windows firewall was enabled but
same on machine without this problem. I've temporarily disabled with
Windows firewall and experience the same results.

I have the exact same experience and running same client. If I don't click
on any folders the message takes about 1 minute to leave. I've been testing
a bit and the only exception is when you first open outlook and send a
message... it leaves immediately. I am not running a firewall on the client
either. I am connecting to an exchange server. I have "send/receive
immediately" checked.

I have the same behavior -- except we're running Exchange 2003 SP2. Sent
emails sit 10-40 seconds in the Outbox, but clicking anywhere in Outlook
seems to trigger the send. We seem to only have the problem on one mail
server -- if the mailbox is moved to the other server there is no issue. Move
it back to the original and the problem appears. Almost everyone experiences
it, most of the time. Any thoughts?

If I had to guess I'd check the firewall settings on that server and make
sure they're allowing RPC traffic.
