I continue to receive bounce back messages saying that I am using >25 million
bytes of my mailbox, when, in fact, I have cleaned out all the folders and am
now using only about 25 thousand bytes. What do I do?

What is giving you this notification? My guess is that you get this from
your ISP. In this case what is being stored in Outlook is irrelevant. Logon
to your web based mailbox provided by your ISP and clean up that mailbox
instead.
