Mail Won't Send

Having read several posts regarding mail that's stays stuck
in the outbox of Outlook 2002 none of the suggestions seem
to work with me.
Here's my problem.
I have been using OL2002 for nearly a year without a
problem. For no reason at all I started getting the
following problem.
I send e-mail, it goes to the outbox, I send/recieve and
after several seconds I get the error 'reported error
(0x8004210B): The operation timed out waiting for a
response from the sending (SMPT) server etc.' This error is
in the MS Knowledge Base so I have already applied Service
Pack 1 & 2 without success. In fact I have uninstalled
Outlook and Office XP twice trying to fix the problem.

I can also delete the mail from the Outbox by first
deleting once sending to the Deleted Items folder and then
deleting again. However holding shift/delete to by-pass the
Deleted Items folder won't work for some reason.

Interestingly, I can send mail through Outlook Express
without any problem, I can also send mail through OL 2002
on a second computer networked to mine using Internet
Connection Sharing.

What is more interesting, after messing around with various
configurations of my mail setup I found that if I used
OL2002 in Plain Text mode, my mail would send, but using
Rich Text or HTML (which I normally used) I have the problem.

Sorry this is long winded but I needed to supply all the
facts. I hope you can help.
 
Obviously, this is a widespread problem. Most of my
messages leave the Outbox if they are small say less than
a few hundred K. If they have large attachements say
800K or bigger, they always stay in my outbox. Thought
this might provide some of you tech-heads something else
to consider.
