Mail slow to send

I preface this with the comment that this is probably not an Outlook problem,
just one Outlook highlights, but feel you clever Outlook MVPs may help me
solve.

I am running Outlook 2003 on a 9 month old notebook operating on Vista Home,
1GB RAM. Sending mail takes an inordinately long time. So much so that large
attachments will not send at all unless I set server timeouts to 10 minutes.
On shorter timeouts the email shows a Server Connection error but the email
gets sent many, many times. I have even checked simple 1 line text emails -
on the Vista machine it takes around 7 seconds from clicking SEND to
receiving the Send/Receive Complete message. On my other Notebook 2003 on XP
Professional it takes lesss than 3 seconds.

I have tried the solutions mentioned by Brian Tillman et. al. elsewhere in
this forum (Changing server timeouts, frequency of checking, disabling
outbound checking by virus checker) all to no avail.

2 other salient (I think) points: I have the same problem sending with
Windows Mail and I did a total clean install of the OS - wiping the entire C:
drive and tried send mail (from Windows Mail) before installing the Virus
checker - same problem.

Any suggestions gratefully received.

The notebook is configured to work at two different locations, totally
different ISPs. Same problem in both places.
