Mail Merge: Data source defaults to Chinese

Hello, I am trying to mail merge using a list of German names stored in
a CSV, some of which have special characters with umlauts. When I
select the CSV file, Word by default thinks it's Chinese rather than
using "Windows (Default)" which displays the German characters
correctly. How do I force "Windows (Default)" to be the default?
