Mail icon in control panel not present

Should there be a mail icon in control panel with the Windows XP
OS ?
I dont have MS OFFICE installed, I am using Outlook Express
 
No, it appears when you install Office/Outlook.

the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
